A woman waiting at the pedestrian crossing

Here is a bad sketch I did of a woman I saw waiting across from me at the pedestrian crossing.
The dog was closer to her face, so that she could kiss it's head while they were waiting.
It was a furry, shaggy dog, grey and white, like and English sheepdog. Not as big as one, but bigger than you would think for a dog that was being carried.
I tried to remember this moment and draw it because I really wanted to take a photograph. But I just don't think street photography like that is ethical now, since images can reach much further via the internet. Although is candid photography often a myth anyway? You don't know when something has been posed, constructed for your viewing.
